Speaker: Dr. Lyu-shun Shen (Taipei Representative in the US)

This talk falls into two parts. In the first part, Dr. Shen — speaking in his capacity as one of the co-editors of an important book entitled A Century of Resilient Tradition: Exhibition of the Republic of China’s Diplomatic Archives — offers a critical review of the diplomatic archives of the Republic of China (ROC). These archives, which form the basis of the volume, comprise a wide range of materials, such as treaties and maps in the possession of the ROC Ministry of Foreign Affairs, dating back to the establishment of Tsung-li ya-men (Office of Foreign Affairs) in 1861. In the second part of his talk, our speaker examines and comments on contemporary relations between ROC on Taiwan and the United Kingdom- a topic to which Taiwan’s incumbent ambassador to London brings unique insights.

 

ABOUT THE SPEAKER

Dr. Lyu-shun Shen is the Representative of Taipei Representative Office in the UK. He obtained his PhD degree in international relations from University of Pennsylvania in 1981 before embarking on an outstanding career as a professional diplomat. From 2009 to 2011, he was the Deputy Ministry of Foreign Affairs of Taiwan. He was Taiwan’s top representative to the EU from 2008 to 2009 and was the ambassador at Délégation Culturelle et Economique de Taipei – Bureau de Genève from 2003 to 2008. From 1999 to 2003, he was the Deputy Representative of Taipei Economic and Cultural Representative Office in the United States. Remarkable, amidst all his preoccupations as a senior diplomatic, Dr. Shen has also found time for scholarly pursuits. In 2011, for example, he co-edited an important volume entitled A Century of Resilient Tradition: Exhibition of the Republic of China’s Diplomatic Archives. He has also published articles and books on topics such as U.S. arms sales to Taiwan and the Taiwan issue in PRC’s foreign policy in the 1970s.
